A word about Population Numbers
Here is a quick overview of how many Canadians live in each province according to the 2016 Census:

However this does not really answer how many Canadians live NORTH or SOUTH of the 49th parallel.
For better answers, one must look at the Northern Census divisions of Ontario and Quebec and Newfoundland and then subtract those populations from their totals.
Then you will 'roughly' know how many Canadians actually live in Ontario, Quebec, and Newfoundland/Labrador - but south of the 49th.

Here are the 3 nothern census divisions that are approximately north of the 49th in Ontario: Cochrane, Kenora, and Thunder Bay (but wait, Thunder Bay is south of the 49th, but then again some of its census division is north of the 49th).
Ontario Population - (Cochrane + Kenora + Thunder Bay)
= Approximate Population south of the 49th in Ontario
13,448,494 - (79,682 + 65,533 + 146,048) = 13,157,231
Or about 98% of Ontario's population.
The same can be done for Quebec and Newfoundland.
So here is the (approximate) total Canadian population SOUTH of the 49th:
Ontario (approx. 98%) = 13,157,231
Quebec (approx 96%) = 7,837,792
Newfoundland (approx 66%) = 343,200
Nova Scotia (ALL) = 923,598
New Brunswick (ALL) = 747,101
Prince Edward Island (ALL) = 142,907
Victoria region of BC (only approx) = 380,000
Total # of Canadians South of 49th = 23,531, 829 (approximately)
Total # of Canadians = 35,151,728
% of Canadians living SOUTH of 49th
= 67 % (ALMOST 70%)
